In this part, the author pays attention on four main aspects – the decision criteria for Rio Tinto Japan, alternatives for the issues, solutions to the issues faced by Rio Tinto Japan, and implications for the solution of issues.
Decision criteria is the precondition of alternatives. In this part, the concept and features of decision criteria was firstly described. And due to the realistic situation of the issues, most satisfaction decision criteria was chosen as the decision criteria to solve the problems. According to the issues, for how to go to the office the author given out three alternatives; for the issue to recommence business, the author given out two different alternatives which may solve the problem. Solution is much different with alternative, so there was only one alternative can be chosen as solution. According to the realistic situation, the company based pick up scheme and firstly analysis then specific scheme were chosen as the solution for the two issues. Solution is just only the solution, the last part of this paper illustrate the implications of the solutions.
The Decision Criteria for Rio Tinto Japan

A decision criterion is to decide the objective which decision want to reach – the most optimal or the most satisfaction (Kaliszewski, Ogryczak and Vetschera,2004, 58). “Bounded rationality” which proposed by Herbert Simon is one of the most headstone of modern decision-making theory, is also an important contribution to economics (Peter, 2001, 114). There is a famous metaphor about ant in Simon’s research. An ant crawls on sandy beach, the zigzag track which leave by ant cannot describe the cognitive competence complexity of ant; instead it can only describe the complexity (John, Wood and Michael, 2007, 22). The ants know the general direction of ant nest, but they can hardly know the crawl path and their visual field is very limited. Actually, human beings are very similar with ant, people have restricted cognitive competence about external environment, and hardly to make comprehensive understand about the world. Completely rationality leads decision-maker to seek the most optimal solution, but limited rationality will leads decision-maker to find out solution which can fit the requirement or the most satisfactory solution.#p#分頁標題#e#
To Rio Tinto Japan’s issue after the earthquake – what would they do on the Monday morning when they had to supposedly return to the office and recommence business, as there are too many things hardly to estimate such as the traffic situation, the power and fuel supply or even whether there is enough food supply before everything return to normal, so the decision criteria here should be with the objective of most satisfaction. As most of the staffs are with fear mentality after the large earthquake, there too many variables no matter in their life or their work, so the solution to guarantee their go back to the office and recommence business to make everyone satisfactory up to the hilt.
Alternatives for the Issue
There are two main issues in front of the manage layer of Rio Tinto Japan, the one is how they return to the office in the following Monday, the other is what should they do to recommence business.
Alternatives for how to return to the office
As the large earthquake happened in Friday, there was two days rest-time before the working time, but the earthquake had effect on the traffic directly or indirectly, so the first travel to the office to be a big challenges for the staffs after the large earthquake. The alternatives for how to return to the office in Monday are showing below:
1) To stay in the office. The best way to guarantee staffs to return to the office in the coming Monday is not leave. All the staffs stay in the office in the coming Saturday and Sunday, and they can start their work in Monday smoothly.
2) Go to office as normal. Just as there is no earthquake happened, every people go the office by their own way. For Dermot Vibert, he can wake up at 6:00, leave the house at 7:00, walk to the train station and then take about an hour’s train, and finally arrive the office about 8:15 to 8:30 (Curtin, 2013).
3). Pick up all the staffs in Monday morning. The human resource department or any other departments collect all the home address and attribute to some different lines. To go the office in the Monday morning may be just one of the problems before the staffs after the large earthquake as the traffic system was effected by the earthquake, how to go home must be the biggest and realistic problem before them. So with the decision criteria of most satisfaction, the company can first drive the staffs home in the evening, and make a deal with the staffs to pick them up at the coming Monday morning.
Alternatives for recommence business
Rio Tinto Japan is a company, and business is the existence and development preconditions of the company. So the management layer of Rio Tinto Japan should pay attention to recommence business in the first working day after the large earthquake. 1) Doing business as normal as no earthquake happen. With the assumption that there is no effect on the business of Rio Tinto Japan, the company and staffs can continue the business as normal.
2) Do analysis on the effect which the large earthquake bring and make specific business scheme. The company should firstly analysis the effect of earthquake on the company. The analysis should contain the damage of factory, sale channels or service lines, the destroy degree. The analysis should also contain the damage of its customers and the whole market. The main customer maybe also affected by the earthquake and their requirement of Rio Tinto’s products will have large effect on the business performance of the corporation (Riotinto, 2013). The happen of earth may bring change for the supply and demand relationship for Rio Tinto’s products. So specific business scheme will be have better performance after the large earthquake.
Solutions to the Issues Faced by Rio Tinto Japan
The large earthquake which happened in March 11 effected to many people not only the people who working in Rio Tinto Japan. The earthquake brought troubles to people such as traffic chaos, shortage of power supply and fuel supply and many other issues, but the main issue of Rio Tinto Japan was what they would do on the Monday morning when they had to supposedly return to the office and recommence business. According to the decision criteria of most satisfaction, the solutions to the issues of this company are:
1) Solution to how return to the office. The company based picking up scheme will be more welcomed. To ask all the staffs stay in the office in weekend is hard to achieve in normal days not to speak after large earthquake. To ask all the staffs go the office in the coming Monday as their normal method is also impossibly, just as Dermot Vibert said no one can estimate when the traffic will return to normal. So the third alternative is a suitable way to solve this problem. Firstly, after the larger earthquake how to go home had become the first problem for the people who living in Tokyo; secondly, the company arranged bus can save traffic resource for the whole society; thirdly, the most satisfactory way for the people is let them do nothing. To sum up, the company pick up scheme can bring all the staffs back to the office and make all of them satisfaction.
2). Solution to recommence business. The analysis before real business and specific business scheme will be bring better business performance to Rio Tinto Japan (Nick, 2011). The earthquake has effect on every aspects of the society, so an analysis on the effect on Rio Tinto Japan, its main customer, the supply and demand relationship will bring valuable data to the company and make specific business scheme.

To the realistic implement of solutions of issues which faced by Rio Tinto Japan, the manage layer should abide by the following ways:
1). Make optimal drive circuit. As the shelters of the staffs are fixed, the only thing should do is to collect the address of all the staffs and classify the nearly address to a drive circuit.
2). Do analysis on the Rio Tinto, its customers and the whole market. The key elements of this solution is the information. So the staffs should spend time to collect data classily, and the analysis should done over the information. A realistic market data is the precondition of specific scheme.
