The name of the article I chose is Other Health Impairment which was issued by NICHCY in March 2012. NICHCY is a National Dissemination Center for Children with Disabilities, the publication of Other Health Impairment aims to help parents and schools to understand what the OHI is, how children could be benefit from relevant policies of OHI, accordingly this article could be considered as a Disability Fact sheet. The first part is Introduction. Firstly it mentioned the American special education law which was named Individuals with Disabilities Education Act (IDEA), and pointed out IDEA’s 14 categories of disabilities, the Other Health Impairment (OHI) is just one of them. Under IDEA, children with OHI are entitled to get special services and special education in school, that’s why the understanding of OHI is so important.
The second part begins with a title “IDEA’s Definition of OHI”, it mainly discusses the definition as well as the scope of OHI. Why it is so crucial to define the scope of OHI, because it’s a basis to judge wether a child is eligible for special services or not. From the article, definition of IDEA is relatively limited, it explains the performance of OHI and lists some specific disabilities that could be considered as OHI. However, the scope is quite narrow according to this article, because there are quite a few disabilities and disorders matching the definition of OHI by IDEA. The third part begins with a title “Special Help for Children”, it introduces two different systems special designed for children who are eligible with OHI with different age. The first category is Early intervention services focusing on children under the age of 3, the second one is Special education and related services focusing on children from 3 to 21. This division helps parents to know what then can do in case they find their children has the disabilities or disorders listed in IDEA and guide them to get help.
The fourth part begins with a title “The Specific Disabilities Mentioned in IDEA’s Definition of OHI”, it mainly discusses the characteristics of OHI listed in IDEA. In order to help readers get a better understanding of the characteristics, this part lists some disabilities and disorders, include: Attention Deficit Disorder and Attention-deficit/Hyperactivity Disorder, Diabetes, Epilepsy, Heart conditions, Hemophilia, Lead poisoning, Leukemia, Nephritis, Rheumatic fever, Sickle cell anemia, Tourette syndrome. This part not only depicts the characteristics of each disability and disorder, but also guides where the parents could get more information and help. It’s quite important for parents to better understand the problems of their children and find the solutions in time.
The fifth part begins with a title “Other Health Impairments Not Mentioned in IDEA”. As we stated before, there are quite a few disabilities and disorders not mentioned in IDEA. This article further analyzes clauses of IDEA, pointing that disabilities and disorders listed in IDEA is not the only existence to determine whether the children are eligible for services or not; there are a lot of aspects that need to be considered.
The sixth part begins with a title “Addressing Medical Issues”, it introduces a special institution named Medical Home which is designed as “a team-partnership approach to providing comprehensive primary care” for children who are eligible for services. Also parents could get information from website of the National Center for Medical Home Initiatives for Children with Special Needs.
Part seven “Life at School” is also quite important for children who are eligible for services. It guides what kind of services they could get if they are in trouble at school, such as medical services, school health services and school nurse services.
